migration

I am currently applying to migrate to Australia. One of the requirements of the General Skilled Migration Visa is to show your educational background and English Language Proficiency by taking a compulsory English Language test in the form of either TOEFL or IELTS although, I am sure there is another one or two more test available but I can't remember what they are called. I am also told that the English 1119 paper that I took extra time and effort to pass with good marks is worth less than the paper that one uses to clean oneself from the stuff that organic fertilizers come from. I sincerely do not understand what that paper represents then. When I tried getting a straight answer from the British Council which is the local authority for the Cambridge English exams here I was not enlightened by their answer.

Another questioned posed was whether our first language is English. If one thinks in English and speaks English most of the time is it correct to say that English is our first language? I am not sure how to answer this cosmic and comic mystery.
